it may be wrong, but some evidence, or at least independent
corroboration, would be nice.
It seems the bleeding obvious.
I seem to recall that you were supposed to complete the paper form for
people in the household for census night.
One other issue with the mobile completion is that were people
completing information for themselves rather than their household.
