I'm not quite sure why everyone is discounting a DDoS without access to logs. They are occurring semi continuously around the globe. There is a significant "libertarian" in the grey/black internet that would like to see the census - and really anything to do with government - fail. The more spectacularly the better. Most DoS attacks are only noticed by sysops and aren't reported widely if at all so have limited kudos value.
