I've attempted to contact the author of the map I referred to above (*) in 
order to clarify the sources of data, especially i relation to the ACT, and 
I'll pass on any information I find.

Most of the ACT is serviced by FTTN technology.  FTTC sites shown there cluster 
around Capital Hill (Griffith, Fyshwick), and south of there (Monash, Bonython, 
Calwell), with small areas to the inner-north (O'Connor, Cook).  But I'm 
surprised at the extent of FTTP, for example a large area centred on Gungahlin 
is all fibre to the premise.
