I'm surprised that they are complaining about HFC because most of the issues seem to be about FTTN, not HFC.
HFC is delivering 100Mbit to anyone connected, while FTTN depends on the distance to the node and the quality of your internal house wiring. The term "NBN lottery" usually refers to your distance from the node if you're stuck with FTTN, not HFC.
HFC can deliver Gigabit in the future, by deploying DOCSIS 3.1 and other new technologies. Some of this has to wait until Foxtel and Telstra non-NBN internet customers leave the cable in the next few years.
