The ACCC might wish for a different telecommunications landscape but that 
doesn’t mean it would emerge.

I think there's a basic conflict between the market-economics dream of many 
completely independent providers all busily competing with one-another, and the 
Australian reality.  Constructing independent physical networks in a country 
like Australia is just stupid.
