User behavior may be an issue. I visited Andy Hopper, at the Olivetti
Research Laboratory in Cambridge a few years ago. They had developed
active badges to be worn by staff, which unlocked doors and allowed you
to locate everyone. They had written a lot of papers about how wonderful
this was. But I was able to walk into the supposedly secure building by
following someone in with a badge on. When I got in there I discovered
many staff left the badge in their drawer, as they did not like being
