I agree that asking a user to click to agree is not allowable by the
Free Software definition.
As for F-Droid and upstream partly non-Free, I don't know in this case
but often programs for Android that claim to be Free actually use
proprietary Google libraries and link those libraries into the apk.
Thus the resulting apk is not Free Software. One could read the build
scripts to find out!
The doubt that remains in debate:
Linphone ask user to accept their T&C and privacy policy even if the
user then chooses to configure an external SIP account.
I add: This generares confusion on user that can think external SIP
usage implies some personal/meta/data is shared with linphone.org
