I just did an RPM -q lvm and it said it's not installed, so I looked at the installation CD RPMS and SRPMS and didn't find LVM anywhere. Is LVM not distributed with Redhat 7.2 RC2? Is there an RPM on the RedHat FTP site that is suitable for S390 usage?

Since Red Hat 7.2 is using a 2.4 kernel, LVM support should available afterwards, but I don't see any kind of "LVM tools" RPM. That's needed to actually manipulate (create, extend, etc.) your LVM volumes. Perhaps someone else can point out which RPM would have those included. It doesn't appear to be an option at install time like with SuSE.
