You're going to have to reboot your installation system, define and mount
the target DASD, do a "chroot /mnt/" (or whatever mount point you use),
verify what's in /etc/zipl.conf, and re-issue the zipl command.  It looks
like vmlinuz-2.4.9-17-tape (which is your kernel) didn't get written to
/boot, so the zipl command failed.

I installed the "server" RH 7.2 via FTP from their download site.

I installed onto two 3390's
cf5 - /
cf6 - /usr

At the end of install, I got the msgs below,
and then when I IPL'd CF5  I got

WAITSTATE  000A0000 0000000F

Any ideas ??
