Debian currenty has over 8000 precompiled packages for s390, I don't think
this can be called "incomplete". Which piece of free software are you missing
in Debian?

You also don't have to compile your own kernel on Debian, the packaged
kernels work with the OCO modules out of the box, just download and install
them. The kernel even includes a special patch for a second initrd which can
be used for the OCO modules at installation time.

BTW, the subject is also incorrect: Debian is free (as in beer and in speech)
and will always be. There are even experimental s390 ISO images for free
download, but you currently can't use them to install in an LPAR. VM
installations (with and without OCO modules) seem to work well, though. I'll
post an announcement to this list when the remaining known problems have been
fixed. Until then, take a look at http://www.debian.org/ports/s390/ and
http://www.trustsec.de/deb390/ for more information about Debian on S/390 and
z/Series.
