You don't need a video card. You do need X and the relevant libraries.
Then you can connect via ssh and run the GUI like this:

[summer@numbat summer]$ ssh -l root dugite
Last login: Wed Feb 27 07:07:52 2002 from localhost
[root@dugite root]# timeconfig
[root@dugite root]#



Actually, timeconfig is not a GUI. It's a menu-based CUI.
