Those things come out of the s390-tools package, so you should
check if that is installed
   rpm -q s390-tools
and if so, see if all the stuff is still there
   rpm -V s390-tools

It looks to me like you had an incomplete installation. I already
found that YaST is not very verbose when it fails to find some of
the packages that it was going to install. It may be right to say
'installation complete' when you cannot find the single package
that was to be installed, but I found it confusing.
