I would rank it higher than PAV. DHCP is much, much more useful. Wrt to client or server, you need both (fortunately, most of what you need to do either for the client or the server applies to both). You need either layer 2 frame forwarding support (the right way to do this) or UDP/TCP ip-helper style forwarding (stopgap).
