For quick and simple full volume dumps (so you have as least some sort of backup), I use the OFFLINDR utility from ftp.ox.ac.uk/pub/linux/s390/offlindr or maybe its www.clueful.co.uk/mbeattie/s390/offlindr.jcl now.

Veritas has unoffically stated that they don't support a "Mainframe Based" facility. This pretty well leaves only IBM's Tivoli Dasd Management system.
