I got around the problem by doing an NFS install instead of an FTP install.

basesystem is not very big.

Please test the rpm package on the FTP-Server with
# rpm -K --nogpg basesystem-7.0-2.noarch.rpm
basesystem-7.0-2.noarch.rpm: md5 OK

Maybe suse rpm is too old, then try
# md5sum basesystem-7.0-2.noarch.rpm
e35ef5fb3d6593314da057d532bb6839  basesystem-7.0-2.noarch.rpm
