Jay, Check your FTP server logs on the OS/390 system. Find out what files are being transferred to the install system at the time the errors occur. From the messages you're seeing, it looks like "loader" is then trying to mount them on the loopback device, which means they're some sort of ramdisk image.
Transfer those same files to your running 7.1 system, and try to mount them on the loopback there. You may have to gunzip them first (the file command will tell you that if the filename itself doesn't, e.g., the filename ends in .gz). If you can't mount them, or you can't uncompress them, then most likely they were downloaded in ascii mode, or were corrupted during the download process from the Red Hat FTP server. Check the file sizes against what is on Red Hat's site. Binary<>ascii download mismatches frequently result in different file sizes.
