What machine was this command issued from?  Are there SPECIAL statements
defining these devices to this virtual machine in your directory?

There need to be ctc devices on both ends of the link.  At each end, one
device is used for read and the other is used for write.  The read device on
one end needs to be coupled to the write device on the other end.
