I have used tune2fs several times without any problems to add ext3
journaling.

I made some modifications to the linuxrc and rhsetup scripts that allow
for the filesystem type (ext2 or ext3) to be chosen at bootup. There are
only 3 or 4 places where you can change the explicit ext2 to a variable
(e.g. $FSTYPE) that can then be passed in the redhat parm file.
