You certainly won't be allowed to logon to TCPIP if you're using a TN3270 screen (what would happen if you put the virtual machine in CP READ - how would it get out of that state?). Use #CP SET SECUSER TCPIP * on, for example, MAINT and use the SSEND CP TCPIP command to send commands to TCPIP (or even NETSTAT CP if authorized).
