This is the cheapskate's suggestion;-)

If you can fake a UPS attached to a serial port, nuts will shut things down on 
multiple machines if there's a power failure;-)

There is also a modem server so your S/390 can have a standard modem attahed to a 
standard serial port - I don't recall the specifics but I guess a pty will do.

I doubt whether the modem server's included in any standard distro; I think it hangs 
out at your local Sunsite mirror.
