Security measure. Telnet is basically and inherently insecure. RHL is configured so 
you can't login unless you're physically at the machine (think PC).

I don't know how you persuade L/390 you're there. However, ssh works well and putty is 
a better telnet client than W telnet, and does ssh too. I use it to approach headless 
boxes.
