What I have done to circumvent this problem is to define a dummy address.

        ifconfig dummy0 192.168.1.1 netmask 255.255.255.0 broadcast 192.168.1.255

While each nmbd still thinks it should be a local master (there is no other     
host to respond to election broadcasts), it will then exchange browse lists
