Yes, they have binaries for zSeries, but only for OS/390 and z/OS, just as
Daniel stated.  If you go to that URL, and click on the drop-down box for
"Version of the Operating System," z/OS 1.2 and OS/390 2.7 are the only two
choices.

I believe at this time it is impossible.  Many of the Microsoft pieces come
precompiled, and while binaries are available for a number of non wintel
platforms (including lintel and OS/390), linux s/390 is not one of them.
