Turns out when I ran make on the s390 tools zipl was failing but not stopping the make so I didn't notice it.

I copied the 2.4.7 version of /sbin/zipl to my 2.4.17 system as /sbin/zipl.old and use that (i.e., /sbin/zipl.old image=./image -parmfile=./parmfile etc etc etc After 2.4.17 is up and running use the new zipl.
