We have a Red Hat Linux 7.2 version our for s390 since last December (iirc) for
which the tree can be found here:

   ftp.redhat.com:/pub/redhat/linux/7.2/en/os/s390

There is also a Red Hat Linux 7.1 version available for s390x, to be found here:

   ftp.redhat.com:/pub/redhat/linux/7.1/en/os/s390x

If you want/need to sync the complete tree i would recommend to use wget with
it's mirror option.
