Either run patch -p0 </tmp/linux-2.4.7-s390-3.diff from /usr/src

or

run patch -p1 </tmp/linux-2.4.7-s390-3.diff from /usr/src/linux-2.4.7

currently it is trying to patch a file at
/usr/src/linux-2.4.7/linux-2.4.7/Documentation/s390/chandev.8

the p1 will remove the linux-2.4.7.
