I don't know that we have enough data points to really say with any reasonable certainty. From what I can tell, SuSE seems to be running their Linux/390 release cycle independent of their other platforms. Red Hat has only released one GA version so far, but has pumped out lots of updates. I'm sure SuSE has been producing lots of updates as well, but only for their paying customers.
In many instances, new releases are more marketing opportunities than real upgrades, as long as you've kept up with all the updates.
