Certainly one can use the RPM tool to install KDE or GNOME.  However it
appears that there are many MANY prereqs and coreqs associated with doing
so.  What I'm hoping for is a tool from Red Hat, similar to YaST from SuSE,
which will "do the work" for me, accurately and quickly.

As an example, here's what happens when I try to use RPM to install kdebase:

Is the no install/upgrade tool from Red Hat which makes adding complex
packages such as KDE or GNOME easy?  Or is this another reason to focus only
on SuSE as the distribution of choice?

You should be able to download RPMs (make sure they are S390 rpms) and use
the
RPM command:

rpm -Uvh rpmname.rpm

This is what YaST does 'under the covers'...
