In September, Stefan Gybas suggested (see below) using the mount
options "nolock,nfsvers=2" in response to a problem with NFS
installation.  I want to report that this problem also exists with
Hercules-390 V2.16.5 and 2.17.1, and that using this syntax in response
to the NFS dialog in the installation bootstrap works flawlessly (this
mounts a Debian-390 DVD-ROM that was NFS exported from a base RH7.3
system):

-o ro,nolock,nfsvers=2 server:/mnt/cdrom
