What did you expect? They still haven't completely rid VSE of 24 bit
addressing limitations.

Linux on zSeries is central to the VSE strategy and vision. VSE/ESA
Version 2 Release 7 will
not support 64-bit addressing. Because protection of extensive existing
core VSE investments
is a key objective for VSE/ESA Version 2 Release 7, there is no need for
64-bit addressing in
VSE itself. Instead, many of the newer applications that require very
large address spaces are
likely to be more appropriate for Linux. Therefore, the combination of
VSE/ESA Version 2
Release 7, Linux for zSeries, z/VM Version 4 Release 2, or later, and

strategically significant.

VSE/ESA Version 2 Release 7, along with Linux for zSeries and z/VM
Version 4 Release 2, or
later, may be an attractive solution for larger VSE customers who do not
consider themselves
candidates for z/OS in the short term.
