To start to deal with this issue there is an included "Manifest.txt" file in the download root that contains the comprehensive package list & md5sums ... if a downloaded tree has all the packages (w/matching md5sums), one can be confident of a good download ... ... of course, the real issue is the "out of sync" nature of some of the mirrors ...
