Figured I'd post our solution since I found the clue to the solution by searching this listserv's archives. CLASSPATH was set to = CLASSPATH = /opt/IBMJava2-s390-14/lib/tools.jar:/opt/jakarta/tomcat/common/lib/servlet.jar
Maybe it will help the next person who installs tomcat.
