Using the vmstat techique that Tom mentions, if you minitor swap bi/bo fields you can see when you really start swapping. Also, using the free command, you can see how much of your swap space is used (additional memory needed?). If free shows that some swap space is in use, but the swap rate is zero, then you're probably close to where you want to be.
