Yes I did run into this!

I ended up using WAR-FTPD version 1.67-05 on a windows box.  I believe the
key was to have the ftp server set up to go directly to the cd-rom drive
with an alias of CDROM.  If you are using another Linux or Unix box, make
sure the cdrom is mounted as CDROM.
