I ended up using WAR-FTPD version 1.67-05 on a windows box. I believe the key was to have the ftp server set up to go directly to the cd-rom drive with an alias of CDROM. If you are using another Linux or Unix box, make sure the cdrom is mounted as CDROM.

From this point I can SSH into this new linux guest and I also from my putty client I can FTP out to the FTP server and directory that fails from the script. I do not see what I am missing.
