It does.  I recently was in a situation where my OSA card was not hooked up
to an external router/switch/whatever, and I was able to move data between
Linux/390 systems using the OSA card.  Ok, they were just pings, but that
counts!  :)

I'm not sure that the OSA does any internal passing of data, I believe
it ships it out to the network and because the routers in the LAN know
the IP address of both, they just send it back. You could still be at
risk if the data ever leaves your LAN into the general world.

If both your OS/390 and your Linux system were guests under VM, then you
could avoid actually leaving the box to pass data.
