THis will confuse most people outside the US. Please, times and dates in UTC, or for the older, GMT.
Heck, even us dumb Americans understand some time zones outside our own country. If Barton had given the time as BST or CET, I would have thought it odd, but I would have been able to do the math and get it right. And if we parochial, narcissistic Americans can understand a commonly used non-USA time zone, I wouldn't surprise me at all if many of our smarter neighbors around the world make the corresponding translation in a flash, almost without realizing it.
I'm pretty sure Barton isn't going to say to himself, "Gee, it's twenty minutes until 1600 UTC; must be time to get ready for the webinar!" Leave measurements in their native units, and let those who have to translate to another frame of reference take that responsibility.
