Thanks All, you were correct, we varied the OSA-E card off on all our z/OS LPAR, which put it in a "stopped" state (according to the HMC). Bringing the card online again to all the LPARS and installing the drivers (on Linux) worked and now we are cruising along at Gigabit speed on the Linux LPAR too.

Once an OSA chpid (the whole chpid, not just all the devices on it!) is offline to *all* LPARs, whether from a host VARY command or from the HMC, the OSA will re-IML when it is brought back online.
