I haven't tried this, so I might be totally smoking crack, but: Is there any reason you couldn't build the FCP driver into the kernel, and then IPL from an NSS. You'd need an ECKD-based system to build the inital NSS but then once it was done I don't see why you couldn't IPL from NSS (no initrd, of course) and mount all your disks as SCSI.
