You could also try the CP INDICATE QUEUE EXP command. One of the common gotchas is the formation of an eligible list. If you were to see an "E3" instead of "Q3" that would be an indication of the virtual machine being held in the eligible list because the scheduler feels that to run the virtual machine, it would overload system resources.
