As far as I know you should do the followings:
1. Define the port as a SECURE PORT on the TCPIP profile.
2. Specify the port in the PORT statement in the BEGIN VTAM section (again
in the TCPIP profile).
3. You need to create a key database and certificates by the gskkyman
utility (part of the Cryptographic Services)
   using the OMVS or rlogin. You can find a Redbook describing the utility
scenarios.
4. Restart TCPIP and SMTP.
