Steve, How do you have the guest defined? Is it defined as a 64-bit machine (I don't know enough about CP directory entries to know if this is even a choice or not)?
If the installation kernel booted up in 31-bit mode, and you try to install a "s390x" rpm, it will complain about the architecture difference, just as you saw.
