Seriously I've seen 200+ machines run by one admin because there are
no user abusable components involved (hardware or software) and
cases like big multi-user servers running desktops, email, random
user apps for several hundred users, all of whom do "clever" things
on a regular basis that had three full time sysadmins.

The ratio in my experience is heavily linked to users and what the user
is permitted to modify (aka break).
