There is an REXECD disconnected virtual machine that should be running in order to provide the rexecd function on VM. If it's running and still can't open port 512, then you'll need to have a VM systems guru look over its configuration -- I have no idea what authorizations might be required for a VM guest to open a reserved (p < 1024) port.
