The IP address was changed in the TCPIP configuration. Does VM need to be IPLed in order for the changes to take effect? I was under the impression that the OBEYFILE command only worked temporarily while the system was operating?

That depends entirely on what you changed. Some things work with OBEYFILE; some things require a restart of the TCPIP virtual machine.
