The kernel parameter file can be in either EBCDIC or ASCII format.  Since
most people are editing it on an MVS or z/VM system before writing it to
tape/reader, it usually winds up being in EBCDIC format more than anything
else.

One question bugging me though:  Is the PARMFILE supposed to be in ASCII or
EBCDIC?  I tried it both ways, but I forget which finally worked. When I
tried it under VM, it was in ASCII, but some old docs I found via Google
search seem to imply it should be in EBCDIC.  That's where I got the idea
that the files should be even multiple of 1K.
