FICON enablement on all the switches I have worked with (McData, Brocade, Inrange/CNT) has been an extra cost feature that is enabled at the port level. I think you should contact your McData rep and see if they can give it a look or dial in to the switch. The switches seem to operate in a layer above the FCP protocol, so each port needs to know it is connecting to FICON or FCP.
