Just to stick my 2 cents in, a while back I posted a patch to the "halt" script 
that basically eliminates this whole problem by performing "hcp logoff" at the 
end of the shutdown process.  We used that successfully for some time after 
being unable to get this mechanism to work satisfactorily.
