No, I think that was by American fiat, not treaty.  Sort of like the Monroe
Doctrine, I think this sort of entitlement comes from the We Have a Bigger
Economy and More Guns Than You Doctrine.  At least until China gets its act
together and then we may all be spelling things with ideograms.
