Bogomips is computed by running a tight loop for a short period of time and count the iterations. The FF in the CPUID tells us you run Linux on z/VM. If there was some contention for real CPU resources while you booted Linux, the number will be lower. The highest value you see is when there was no contention and the virtual machine was not held by z/VM for some other reason. This is why we say the number does not tell you a lot.
