I ran the exact configuration (same Linux minidisks, same Guest LAN config, same SYSTEM CONFIG, same machine/LPAR config) under z/VM 5.1 and everything worked as expected. So it does imply there is a z/VM maintenance dependency for recent versions of the Linux qeth driver (for grins one day I might apply maintenance to the previous system just to know for sure, but I have things working now, and too few hours in the day...).
